What is Planner on Demand?

Planner on Demand is a hands-on support program designed to help local governments, community foundations, and regional economic leaders move from planning to production—faster and with confidence. Instead of delivering another report that sits on a shelf, we work alongside you to align leadership, assess market readiness, activate key sites, build a local housing delivery team through our Optimizer model, stack funding sources, and ultimately get homes built and occupied. Powered by the H.O.M.E. Method, Planner on Demand is part of the H.O.M.E. Method Ecosystem, a national model for creating market-driven, equity-aligned housing strategies.

How It Works

The  Planner On Demand service is a specialized offering designed to provide communities with expert housing production planning and technical assistance when and where they need it most. Our program is focused on helping local governments develop actionable housing strategies to meet the growing demand for affordable, workforce, and market-rate housing.

With decades of expertise in housing production systems, our team brings a data-driven approach to identifying each community’s unique housing needs. We assess your county’s readiness for housing production by analyzing market potential, leadership capacity, available sites, financing options, and stakeholder engagement. By understanding these key factors, we can prioritize which communities are best positioned to move forward and provide a customized roadmap for success.

How It Works

Intake & Readiness Snapshot

You’ll complete a brief intake form and receive a Readiness Snapshot Score to assess your starting point.

POD Plan & Track Assignment

You’ll join a 90-day cohort based on your readiness—Foundation Builder for early-stage prep, Activator for aligning sites and teams, or Accelerator for launching projects.

Guided Implementation + Community Support

You’ll receive a customized POD Plan, access to live group learning sessions, a library of on-demand tools like scorecards, pro formas, and optimizer templates, plus one-on-one support from our national technical assistance team.
